gamehacking.org - Another very active hacking community with possibly the biggest database of codes you will find any where. These can be a really good starting point for making new hacks and the forums are full of freindly and knowledgable people.

romhacking.net- One of the greatest, if not the greatest, ROM hacking site online today. This site has more documents than you could imagine covering almost every aspect of ROM hacking. There is also an active forum with a large number of regular members and a wide range in skills which means there are new people so you won't feel out of place and experienced people so you can get help if your stuck!

hacking-cult.org- Hacking Cult is full of useful information but sadly has been taken offline just now. I'm keeping this link here in the hope it goes back up soon.
